Statement of Rebecca Carley, MD
before the New York State Assembly Health Committee on the Model Emergency State Health Powers Act (MESHPA)
I am Dr.Rebecca Carley, a licensed medical doctor from Long Island who has been specializing in VIDS (Vaccine Induced Diseases Syndromes) for the past 5 years. I am here to tell you why I am uniquely qualified to advise you of the impending public health disaster you will precipitate if you sign on to this far reaching health powers act, knowing that there are 3 things insurance companies have totally abandoned coverage: acts of God, nuclear war and nuclear power plant accidents and vaccination .

I have developed a protocol to detox vaccine toxins and repair damaged body systems with nutritional supplements, and I have successfully reversed autoimmune diseases such as autism, asthma, allergies, leaky gut syndrome, etc. in many hundreds of patients, and I am not alone. Dr.Tinus Smits (www.tinussmits.com/english/pvs) coincidentally started using the same homeopathic detox techniques as I use overseas in what he calls PVS (Post Vaccination Syndrome), and he is having equally excellent results treating autoimmune disorders. Dr.Michael Goldstein, a veterinarian from NYS, uses the same technique in pets as we use in people, and he is reversing cancer, behavioral abnormalities and other immune malfunction in animals, OUR COMBINED WORK PROVES THAT VACCINES ARE ACTUALLY CAUSING THE EPIDEMIC OF AUTOIMMUNE DISEASES AND CANCER IN THE WORLD TODAY. The rates of these diseases are escalating exponentially as the immunological assaults via inoculation in school age children increases in number. Additionally, I am attaching a letter written by Canadian researcher Rita Hoffman to the Immunization Safety Review Committee at the Institute of Medicine in Washington,DC, documenting approximately 30 studies reported recently in mainstream medical journals such as JAMA, Pediatrics, Pediatric Allergy & Immunology, and International Archive of Allergy & Immunology documenting the obvious association of vaccines with anaphylaxis, asthma and allergies. There are also many researchers, such as Dr.Andrew Wakefield and Dr.V.Singh demonstrating anti-myelin antibodies and digestive tract pathologies in children with autism after being given the MMR vaccine; as well as Dr. Harold Buttram linking vaccines to SIDS and cases of alleged "shaken baby syndrome." The common pathway for all the autoimmune and neurological VIDS that mounting evidence is now proving, is that when you get injected with foreign protein particles of RNA and DNA , the foreign proteins attach themselves to your own host cell proteins.It forms what is called an "antigenic complex," which the immune system now recognizes that the whole complex as foreign, and it mounts what is called an autoimmune response against the entire complex (including the host cell proteins), where antibodies you produce now attack YOU.

When an honest evaluation of the medical literature is done, it becomes obvious that vaccines did not actually cause the decline in communicable diseases; but rather, said decline occurred as a result of sanitation reforms and nutritional improvements. W.John Martin, one of the world's leading vaccine contamination analysts in charge of testing human vaccines for contamination between 1976 and 1980 at the FDA, Bureau of Biologics, testified at the trial of Dr.Guylaine Lanctot, Canadian physician and author of " The Medical Mafia," who was brought up on charges , as happens in this State as well on a regular basis for speaking out against vaccinations. Dr.Martin gave trial testimony (as he did in the forward to the book "Emerging Viruses" by Dr. Leonard Horowitz) saying that those vaccines carried major contaminants that can not only cause cancer in your lifetime; but they may also be transmitted through the gene line to your children or your children's children, or even environmentally to cause cancer.

Neil Z. Miller reports in his book "Vaccines;are they really safe and effective?" (click to order from Civitas) that smallpox was actually kept alive and spread by vaccinations. Dr.Edward Jenner, given credit for developing the smallpox vaccine in the early 1800's, admitted that smallpox was relatively unknown before he began vaccinations.¹ Before England passed a compulsory vaccination law in 1853, the highest death rate for any two year period was only 2,000 cases, even during the most severe epidemics.² After more than 15 years of mandatory smallpox vaccinations, the number of deaths increased to 23,000 from smallpox. in the years 1870 and 1871. An Increase of over ELEVEN times that prior to compulsory vaccination ³ It was Adolph Hitler who said "If you tell a lie long enough, the people will believe it; and the greater the lie, the more people will believe it." The phrase that comes to mind is "vaccinations are safe and effective." NEVER HAS A GREATER LIE BEEN TOLD.

The alleged smallpox bioterrorist attack that we have been told is coming is very likely to have a genetically engineered virus to make it resistant to known vaccines and treatments.WITHOUT SOUND SCIENTIFIC EVIDENCE PROVING THESE UNTESTED VACCINES TO BE SAFE AND EFFECTIVE, THEN LEGALLY AND ETHICALLY, THIS VACCINE WOULD HAVE TO BE CONSIDERED EXPERIMENTAL. THE MANDATED USE OF THE UNTESTED VACCINE, MUST THEN BE VIEWED AS A STATE ENFORCED NATIONAL SCIENTIFIC EXPERIMENT IN VIOLATION OF THE NUREMBURG CODE, AND GOD'S LAWS. The proposed smallpox vaccine, as many others, will actually involve injection of viruses grown in lung tissues from aborted fetuses, into those opposed to abortion.

This legislation raises more questions than it answers.Why are criminal penalties being considered for refusal of people who weigh the risks and alleged benefits and then refuse to be inoculated? Why are doctors who, after taking an oath to "first do no harm";who decide they cannot in good conscience participate in what is surely to become known as "the greatest public health debacle in history," being threatened with loss of their medical license if they do not participate in this vaccine holocaust? It is political interference with patient care to override a physicians considered judgment that a vaccine for smallpox or anthrax is medically contraindicated.

IF VACCINES WORK, THEN WHY IS QUARANTINE BEING CONSIDERED FOR INDIVIDUALS WHO HAVE NO DISEASE, BUT REFUSE VACCINATION?
As a matter of fact, since the vaccine can CAUSE smallpox and its spread, it is the vaccinated, not the unvaccinated who should be quarantined. Since the Department of Defense has stated that there are over 65 agents that can be used for biological warfare;HOW DOES THE GOVERNMENT KNOW THAT SMALLPOX IS COMING?
Why is the State Militia being given the power to FORCE vaccination, or quarantine of citizens and seizure of their property? WHAT IS THE DIFFERENCE BETWEEN SUCH ACTION AND WHAT WENT ON IN NAZI GERMANY? In fact, the systemic biologic assault of New York State citizens and the American people under such police powers with an untested vaccine is by DEFINITION: STATE SPONSORED BIOTERRORISM. IN FACT IT IS PAINFULLY OBVIOUS THAT THIS LAW IS ACTUALLY CREATING A NATIONAL SCIENTIFIC EXPERIMENT, as per USC,Title 50,Chapter 32, Section 1520 & 1524. As I stated this is a violation of the Nuremberg Code.
If this model law is passed by this legislature, this will be practicing medicine without a license, and a violation of your oaths of office. The proposed law states "except in cases of gross negligence or willful misconduct, state actors are immune for death or injury to person or damage to property." Unless this panel or one of the "public health officials" being appointed can prove that the information I am submitting is NOT true; to pass such a law WILL be gross negligence; if not TREASON.
I ask you to search your conscience, and stand up for the truth; regardless of the pressure being put on you by the military-industrial-medical complex. The future of humanity (including your loved ones), as well as our freedoms, is at stake with this draconian bill. In my expert medical opinion, such a bill is immoral, unethical and a total violation of our Constitutional Rights.
